Kathey, as for  "derby.__serverStartedFromCmdLine" not being granted, the server will normally
work and still restrict permissions. The reason for this is that this property is set *before*
to true the default security manager is installed.

However, if the user specifies a policy for when starting java, using "-Djava.security.policy"
the setting of this property by the network server start would fail due to lack of permission.
So, in general, the permission is needed.
