I agree. Since cp2 is a new platform, it's unlikely that anyone have older Derby versions
running on it, so I think it's fine to skip upgrade testing of versions prior to 10.10 on
that platform.

The attached patch does that. Committed revision 1453856.

The alternative is to rewrite the upgrade tests to use DriverManager, but I don't think it's
worthwhile at the moment.
