    I did make sure nothing is checked out in the 10.9 subversion client. Run 'ant bumplastdigit' and commit the change. I will keep reading the instruction and go forward after the commit.

The instructions are buried inside the full list of steps for building a release candidate, a couple lines above this location: http://wiki.apache.org/db-derby/ReleaseCandidates#Post_the_release_artifacts

Basically, these are the steps:

1) Make sure nothing is checked out in your 10.9 subversion client.

2) cd tools/release

3) ant bumplastdigit

4) Commit the changes

    ahead and bump the last digit, so 10.9 branch can stay open and
    then  when you have time you can post the binaries etc.
