Hi Dag,

As I read the SQL Standard, there is no way to declare a database procedure which returns
a value. The grammar is laid out in part 2, section 11.60 (SQL-invoked routine). The <returns
clause> appears under <function specification> but it does not appear anywhere under
<SQL-invoked procedure>.

Now that we have introduced the DERBY keyword as a flag for Derby extensions, I would support
a grammar extension which made it clear that this is non-standard syntax.  Something like

CREATE DERBY PROCEDURE ...

What are your thoughts?
