Thanks for comments. Yes, it would be a pure SQL solution.   

Scenario 
I am adding Derby version prerequisites for our product. I have the option of adding only
SQL queries in an xml file. I check queries result and set corresponding error messages based
on the result in the same xml file. This xml file will be parsed by some other team. 

Backward compatibility of the solution
Is it possible to update some property say DataDictionaryVersion or any other existing property
for complete version string? This way solution will be independent of Derby version.
