ok, all my comments so far missed that proposed change was trying to address 5493 also.  It
would help if you could describe better either in this
issue or in 5493 what is causing the current correctness issue.  

So far at high level my concerns with current proposal are:
o yet another catalog (one or two new files), seems wrong to have syssequences and another
catalog.  Want to make sure new catalog abosultely needed before adding one.
o having orphaned rows in a hidden catalog by design is a problem.
o I think the proposal leads to a single point of contention for all sequences/identy values
in the database across tables.  I know that users have
   applications that concurrently insert into multiple different tables by multiple different
users.  Solutions going forward in the current world of
   many processors should reduce points of contention rather than increase them.
