    Urgency: Normal  (was: Urgent)

Resetting the urgency of this issue to normal. The urgency field is owned by the Derby release
manager; it reflects the release manager's judgement about whether the issue gates producing
a release. The priority field is the field which reflects the judgement of the reporter about
how serious the issue is.
