Mike Matrigali updated DERBY-3519:
----------------------------------

    Affects Version/s: 10.9.0.0
                       10.8.2.3

Test again failed when the US changed over time, so problem still exists. extremely dependent
on exactly when test is run.
failed in trunk against ibm15, ibm16 and ibm17:
http://people.apache.org/~myrnavl/derby_test_results/main/windows/testlog/ibm15/1299515-suites.All_diff.txt
failed in 10.8 against ibm jvms also - here is an example:
http://people.apache.org/~myrnavl/derby_test_results/v10_8/windows/testlog/ibm142/1299518-suites.All_diff.txt
