checking for seg0 also seems fine to me, as if it does not exist there is really no hope of
recovering any derby data.  I would not check for "log" as it can be located on another disk
and figuring that out requires access to the service.properties file.

   I don't see any release note associated with DERBY-4589.  I will test an existing database
scenario with 10.5 vs 10.8., vetService just checks that service.properties exists.
