I think that this is just trying to summarize what's documented in Table 1. A BLOB can only
be cast to another BLOB but it can be cast from other binary types. Other than that, no casting
to/from BLOBs is allowed. I think that the SQL Standard allows arbitrary casting between binary
types...but Derby does not support casting BLOB to [VAR]CHAR FOR BIT DATA.
