Change in this patch compare to 3a patch:
1. Change TransactionResourceImpl.cleanupOnError(Throwable e) to assume database is not active
to avoid the hanging problem for replicationRun_Local test one windows 7. Also, not create
thread dump info and diagnoisis files on replication failover situation.

Suites.all runs clean with ibm 1.6 jvm with svn 1054737. derbyall failed on unit/T_RawStoreFactory.unit
due to not able to shutdown database.

Suites.all and derbyall run clean with sun jvm.


The patch is ready for review.
