Second revision of sleeps-waits looks good to me. A couple of questions:

XactFactory.blockBackupBlockingOperations(): Remove RuntimeException from throws clause? The
explanation added to the javadoc is probably enough for documentation purposes.

RAFContainer4.java:

ReplicationMessageReceive.java: The while loops are only retried if the wait() calls are interrupted,
