Attaching derby-4864-03-aa-releaseNotesDraft1.diff. This is the first draft of release notes
for 10.7.1.

I also changed the way that the ReleaseNotesGenerator picks up the release id. Previously,
the ReleaseNotesGenerator looked in release.properties for this information. That's reasonable
and works for already-created branches. However, it picks up an alpha release number if you
are generating the release notes before you have cut the branch for a feature release. I made
the release id a paramater to the ant task and made the ant target use the same value for
this parameter that is used for the call to the SOAP machinery.
