I have now ported the fix all the way back to 10.2.
I have also corrected the links using search and replace (changes have not yet propagated
to the web server).

When doing the above, I noticed that commonltr.css didn't exist in many of the deployments.
It is included in the dev-docs (built by Hudson).
In any case, I copied it to all docs directories except 10.6 (missing write privilege).
