Hi Dag,

I agree that our build scripts need better documentation. I can imagine 
two kinds of readers for this documentation:

1) People who need a bugfix and who want to build a distribution from 
the living, growing end of a branch.

2) People who are contributing patches to Derby and who want to 
understand the intricate details of our build environment.

I would like to keep BUILDING.html simple so that it addresses the needs 
of the first class of people but does not dismay them with too much 
detail. In order to help the second class of people, a good next step 
would be to systematically comment our public build targets so that "ant 
-projecthelp" describes our build system better. I have created a JIRA 
for this task: https://issues.apache.org/jira/browse/DERBY-4809.
