Bulk-insert is a technique which allows Derby to avoid logging rows when the target table
starts out empty. Right now only the import procedures use this technique. Users would see
a performance boost if Derby automatically applied this technique whenever a large number
of rows were inserted into an empty table. Extensive discussion of the issues can be found
