I am guessing the old runwithj9=false because the spawned process stuff did not work with
the old harness and j9, but I just tried the new test with weme6.1 and it failed with:

FAILURES!!!

I don't see BootLockMinion.log though.  I will try to take a look later, but if you want to
check it in with it disabled that would be fine.  

I also noticed when I tried to add the file  I got:
svn: Error resolving case of 'java\testing\org\apache\derbyTesting\functionTest
'tests\store\BootLockTest.java

That may be an environment issue on my part as I just started using cygwin instead of mks.
 I haven't looked at either issue closely.
