derby-4561-patch-1.diff reflects the modifications to
java/tools/org/apache/derby/loc/toolsmessages.properties and
java/testing/org/apache/derbyTesting/functionTests/master/ij.out files. 

Other localization property files (like "toolsmessages_ja_JP.properties") were not altered.
