I went ahead and committed errormsg.diff (revision 927367) and derby-4483-2a.diff (revision
927368) as they were, since the only unresolved issue now appears to be the wording of the
error message, which could easily be changed once we reach agreement.

I'm also attaching an updated release note which contains the error message used in the current
code on trunk.
