Attaching derby-4539-01-aa-arbitraryOrder.diff. This patch makes it possible to state the
optional clauses of the CREATE SEQUENCE statement in arbitrary orders. Duplicate clauses raise
an exception. Regression tests are running.

Touches the following files:

Grammar changes allowing clauses to occur in any order.

Fixed a bug which forced the step size to fall between the max and min values for the generator.
