I was trying to look into this issue, but I think I am missing a key piece.  I have performed
the runmessagecheck target with both CLASSPATH set and with CLASSPATH unset.  In both cases
the build is successful and the messages are the same.

Can you provide some additional information about how to duplicate this issue?
