Thanks for the comments, Dag. Attaching derby-651-04-aa-javadoc.diff:

o I added a class javadoc header to UserDefinedTypeIdImpl, describing the 2 kinds of user
defined types

o I added some javadoc tags. I didn't add all of the tags you suggested. Instead, I erred
on the side of keeping the javadoc style consistent throughout those files.

The javadoc builds cleanly for me.
