Derby has stubs to be able to build the Java ME version even if the Java ME JDK itself isn't
installed on the build system.
I believe the Derby version you have downloaded from the Apache site should have Java ME support
already. To use it, you have to obtain a Java ME JDK and the JSR169 optional jars (for JDBC).
It is not clear to me whether you simply want to use Derby with Java ME, or if you are modifying
it and need to rebuild Derby with your changes.

Let's hope one of the people more familiar with Java ME can provide some more insights.
