Committed patch 1b to trunk with revision 801924.
I'm marking as fixed, but there is a chance the change will trigger problems for some people
(depending on the JDKs they have installed). If so, please reopen or create a new issue (linking
to this one).

I chose to commit because the change will only affect developers (or those building Derby),
and problems can be worked around by settings in ant.properties.
