The problem appears to be related to the fact that the attached database has noAccess as default
connection mode. Changing this to readOnlyAccess with the statement below made the problem
go away.

call syscs_util.syscs_set_database_property('derby.database.defaultConnectionMode', 'readOnlyAccess');
