It makes a degree of sense that is the case - SYSCS_UTIL.SYSCS_COMPRESS_TABLE creates a new
table, so presumably it creates new indexes & stats at the same time. It's not a big
problem if SYSCS_INPLACE_COMPRESS_TABLE doesn't update the stats, but it would be helpful
if the docs actually stated that explicitly,
