Created the branch.  The command so I have it for reference next time was:
svn copy -r 689064  https://svn.apache.org/repos/asf/db/derby/code/branches/10.4/  https://svn.apache.org/repos/asf/db/derby/code/branches/10.4_10.5testCompat/
-m "Creating compat test branch for running 10.4 tests against 10.5. based off of 10.4.2.0"

Now we just need to identify what test changes need to be backported to get the tests on the
branch to run cleanly against 10.5.
