Are you sure you created the database with 10.3 and not with 10.2?

It looks like the database property derby.database.collation is not created on upgrade from
10.2 to 10.3, so the following query

VALUES SYSCS_UTIL.SYSCS_GET_DATABASE_PROPERTY('derby.database.collation')

results in NULL if the database is created with 10.2 or earlier, and 'UCS_BASIC' if it's created
with 10.3 or later (or 'TERRITORY_BASED' if it was created with collation=TERRITORY_BASED).
