Committed 'derby-3731-1c-refsize_from_properties.diff' to trunk with revision 679690.

I'm leaving the issue open for a while to see if there are any side-effects.

It must also be decided whether to keep the added privileges in the testing policy file and
the default server policy file. If so, the privileges must be documented and maybe added to
the template policy file as well.
