Attaching derby-3703-01-ad-jsr169stubsWithNotice. This is identical to the previous patch
except that this adds the above verbiage to the NOTICE file. After applying this patch, I
built Derby, ran regression tests on Java 5 cleanly, and ran a sample regression test on PhoneME.
