Thank you for the review of the sloppy patch Knut.

Indeed, I forgot to svn add, and there was absolutely no reason for the change of the inputEncoding
in ScriptTestCase (erroneously left over from an experiment).

I gather that I'll need to do a main.invoke & use a classloader to force ij to reload
the locale? It's really a pity - I had hoped to use the ScriptTestCase framework...

Here's a better cut at the same patch. 

I would appreciate it if someone could try it out outside the US. I tried this on both Linux
and Windows and both tests passed individually like this; but I'm fairly certain it will fail
in other regions and would like to add a check - but don't know what external property to
check for...
