Attached is an initial patch (DERBY-3731_diff.txt)  for this issue that adds the garbage collection
before reading totalMemory()  and freeMemory(). This I would like to check into trunk and
backport to 10.4 and 10.3.   Any additional changes for using os.arch can go in subsequent
to this and probably should only go into the trunk as they might destabilize query plan selection.
Running tests now.
