Thanks for your comments.  The attached patch revision DERBY-3531-1 fixes the three issues
noted so far:
- code comment in StringUtil.split()
- javadoc on EmbedConnection.checkDatabaseCreatePrivileges()
- comment in SystemPrivilegesPermissionTest.policy
