If derbytesting.jar is in a different directory than the derby jars SystemPrivilegesPermissionTest
fails with java.security.AccessControlException

If derbytesting.jar is in a different directory from the other derby jars, I see the following
errors.  SystemPrivilegesPermissionTest seems to have a problem setting the policy and then
errors cascade from there.
