Seems like the story is not that straight-forward as originally
reported.  It seems the problem is that theport number that is
reported in the error message is not updated for subsequent requests.

The examples below are all done without any slave listening on any
port:

> java org.apache.derby.tools.ij
ij version 10.4
ij> connect 'jdbc:derby:masterDB;user=oystein;password=pass;startMaster=true;slaveHost=localhost;slavePort=9901';
ERROR XRE04: Could not establish a connection to the peer of the replicated database 'masterDB'
on address 'localhost:9901'.
ij> connect 'jdbc:derby:masterDB;user=oystein;password=pass;startMaster=true;slaveHost=localhost;slavePort=4851';
ERROR XRE04: Could not establish a connection to the peer of the replicated database 'masterDB'
on address 'localhost:9901'.

r> java org.apache.derby.tools.ij
ij version 10.4
ij> connect 'jdbc:derby:masterDB;user=oystein;password=pass;startMaster=true;slaveHost=localhost';
ERROR XRE04: Could not establish a connection to the peer of the replicated database 'masterDB'
on address 'localhost:-1'.
ij> connect 'jdbc:derby:masterDB;user=oystein;password=pass;startMaster=true;slaveHost=localhost;slavePort=9901';
ERROR XRE04: Could not establish a connection to the peer of the replicated database 'masterDB'
on address 'localhost:-1'.

So there is two problems:

1. The error message is "persistent".
2. When connecting to the default port, '-1' is printed instead of the
   default port number.
