Daniel John Debrunner resolved DERBY-3544.

    Resolution: Fixed

Modified version of patch committed Revision: 639433.

Change was to report the fact that the shutdown failed (rather than just ignore it) by throwing
the exception that the shutdown failed with. Thus one can track the failure closer to the
test that caused it.
