Turns out it is a classes vs. jars issue.

With classes the server fails to start up because when setting up the environment for the
security policy file it cannot find derbynet.jar in the classpath.

This was obvious once I fixed the decorator to keep the output from the spawned network server.

This is a known issue, other tests work-around it using TestConfiguration.loadingFromJars()
 but the crucial information was not added to the javadoc comments for the NetworkServerTestSetup
constructor that results in a spawned server.
