thanks for everyone's input on this, I didn't realize we had this flexibility with the messages
so now definitely don't think we should create new states for these messsages.  Given the
existing support seems like best solution would be to return same error number but different
message.  I will leave it to Anurag whether to inline the code that figures out which message,
or
to create a utility routine somewhere.
