If a complete path to the location of the jar file is not mentioned in SQLJ.install_jar
where is the jar searched for by default? In derby.system.home? (Not sure about this
need to try this out). If this is true then I think, having the jars that need to be installed
in 
derby.system.home in the master during installing and ensuring that the same jars are
present in derby.system.home of the slave during failover would ensure that the jars are
correctly installed with the user needing to do a replace_jar or a delete and recreate.
