Naraynan, sorry for the late response to your questions to the
comments I made on your code comments.  I will try to clarify:

 - startMaster: You say: "It is wrong to attempt startMaster on a
   already running master since the start parameters can vary with
   each start and the question of idempotence is not applicable here
   (unlike stopMaster)."  In my opinion, attempting startMaster on an
   already running master, should give an exception, not because
   parameters may vary, but because you by definition cannot start an
   already started master.

 - stopMaster: It seems I have misunderstood what the code actually
   does here.  I thought that stopMaster when replication was not on,
   would be flagged as an error, and in my opinion that would be the
   right thing to do.  Anyhow, your implementation does not make
   stopMaster fully idempotent since you will write another
   REPLICATION_MASTER_STOPPED message to derby.log.  I do not think
   that is a good idea since it will make it more difficult to tell
   when the replication was actually stopped.

 - startFailover:  Comment is ok, but should be placed inside if
   statement.
