I haven't been following the xml conversation closely here, but is the goal to combine all
the translated messages into a single xml file?  Wouldn't that make it hard to distribute
the translations to different parts of the world and merge them back together again?

I can recall translators in the past saying how easy it was to translate the  messages because
of the way it was set up.   I wouldn't want to make it harder on the translators or the community
to contribute/merge messages.
