I'm skeptical that we will find an off-the-shelf xml dialect which we can just use as-is.
The existing grammar in messages.dtd was designed for a very specific problem, viz., making
it easy to generate the error summary in our user guides. In particular, I don't see the <arg>
tags modelled in either of the alternate grammars which have been proposed. I think we might
be able to use the LDIFF grammar if we rewrote the message text itself, replacing the {n}
argument placeholders with other markup.
