There was an issue with my test program.  With the patch for DERBY-3126 this case is fixed
as well. I will leave this open though until I add tests.  Attached is the new test program.

I was missing the DECIMAL argument in
  pstmt.setObject(2, value,java.sql.Types.DECIMAL,2);
