Thanks for the suggestion, Army. I've been tinkering with the table sizes in the
repro. However, it doesn't seem to affect the optimizer's behavior. I don't
think the optimizer is being told the correct information about the table sizes.

Perhaps there is something I need to do to communicate the table sizes to
the optimizer, other than simply inserting more rows into the table(s) prior to
running the test?
