There was a discussion about this recently, can't find the thread
right now, but basically, I can't really stop anyone from checking
in...If the committer feels a high degree of confidence in the fix,
they should check it in, with some regard for the short timeframe that
the release manager is actually building the artifacts & bumping
versions and the like.

So thank you for checking - I'm not currently doing any build
processes, so there's nothing I need that would stop you...

Furthermore, in this case, this was one of the critical issues I'd
have preferred to be fixed *before* I made the 10.3.1.2 release...
