Committed parseLong_with_comment to the trunk as revision 554996.

I think this change is worth merging back to the 10.3 branch, but I don't want to do that
immediately because the 10.3 branch is being stabilized for its release. So I'll leave this
issue open for now, and when the 10.3 branch is in a good state for accepting non-critical
bug fixes I'll merge this change back to the 10.3 branch.
