Running the 10.2 tests against 10.3 ( DERBY-2743) there are quite a few failures  in network
server tests because of 
AccessControlException: Access denied java.util.Property derby.client.traceLevel read

Especially since these are  undocumented properties, I think a security exception trying to
read the property should not be fatal.  If noone objects, I will file a separate issue to
make the permission optional.
