When I change a file in org.apache.derby.iapi.util and compile, either by using 'ant engine'
or just 'ant', the changed files in that directory are not recompiled.
Doing 'ant clobber' first fixes the problem, but I think this should be unnecessary.

Note that if I also change a file that uses one of the changed files in iapi.util, they are
recompiled when I invoke 'ant engine' or 'ant'. I have not checked if all changed files in
iapi.util are changed, or only then one being referenced by another changed class.
