one way to go about this is to add a new interface to the datatypes to return whether their
writeExternal() is fixed length or not.  Having this interface on the datatypes would also
give the storage engine the information it  needs to allow it to optimize fixed length vs.
variable length columns.  It currently assumes all columns are variable length can not optimize
for fixed length.
