    Fix Version/s: 10.2.2.1

I have disabled the test from running with j9foundation on the 10.2 branch. 
It's possible there's a derby bug here, but we only ever see this with j9 foundation, (about
7 times in 5 months) and then, only on the 10.2 branch (not on trunk=10.3).
It's also possible there is a JVM bug here, but there's a newer version of the JVM (available
with weme6.1) and the tests I have seen run with that on the trunk(10.3 at this point) do
not show this behavior.
I am marking this as 'won't fix'.
